I agree with your rule although I have no problem with legit shorting where the shares are actually located and borrowed. I have a problem with naked shorting and have been fighting it for 16 years and will continue to do so as long as I am able. Abusive naked shorting is criminal. The MM's are allowed to naked short to make a market when demand exceeds supply but those short positions are supposed to be covered within days.
