I Think AT&T is just Providing a Terrestrial Pipe/ fiber connection which is at a lower cost then they were providing at an earlier date from another provider, and maybe this gives them more out bound bandwidth to provide service to the outside world, which they probably need now due to the popularity/Growth they are experiencing, just my thought.
