My opinion is that anyone who invests in, or holds, an OTC stock after the SEC makes the facts of their fraud case public isn't a victim.
There were even some PTOI investors who were celebrating when the SEC announced their fraud charges against PTOI and John Bordynuik, saying it was allowing them to buy more "cheapies".
PTOI closed at $2.35 the day before the SEC made their information public, fell to $0.86 on the day, but still briefly bounced back up near $2.00 in the following few weeks, giving everyone a chance to unload at 14X-33X the price it trades at today.
