Here's how things at HC and just about every other Federal Gov't dept works. The Prime Minister appoints a sitting MP to be Minister of Whatever. That MP usually is in the inner circle of the PM and a member of Cabinet.
The Minister has an office of people who got their jobs because they are party faithful ass kissing fart catchers for the Minister.
The higher ups at HC are generally career civil servants who have been there for years. Associate Minister Paul Glover has been with HC since 1986 working up the ranks and no doubt will be collecting a pension that most of us could only dream of. What he gets paid is a secret.
Then you'll find many layers of management for the various HC departments. Mostly career civil servants as well.
