I would say this is exactly what a U3 halt is in this case. There a people who bought shares and the shares are not being delivered in my opinion. Why, because some aholes sold shares they didn't have and now there aren't enough. It's the only thing that makes sense. Trading volume was close to or over the OS for days before the divy, but obviously the OS never grew or the company would have paid tons in dividends. Funny business going on for sure but I think the company is clean on this one. First time I've ever been able to say that.
