If Heddle truly wanted to complete pilot tests and ink those promised sales, wouldn't he have spent the few hundred $K required to repair the idle processors?
Instead he spent $4.5M on "SG&A", during the time that the plant has been idle. He said the processors and plant have been idle for two years, and will continue to remain so until he raises sufficient money.
So...no "delayed fireworks" until after Heddle announces that he's raised the money needed to fix the processors and to execute his plan. And that's assuming he really wants to do that, which doesn't appear to be the case.
