It appears that Heddle hasn't yet engaged OBG, despite his declared "intentions" from some months ago.
But, some potential customer has engaged OBG to "design and construct/retrofit a building that can accept the P2O technology."
Next carrot-to-be-dangled now clear. Heddle will tout that some potential customer has engage OBG to do this work, which proves how well things are moving along after two years of having potential buyers lined up around the block eager to buy. Sale sure to happen by end of 2015...
Someone new will be at the helm by then to come up with the next carrot...if they can find someone who is willing to work for free and to take legal responsibility for running a scam.
