This reminds of trying to sail in 1kt wind. The gusts dictate speed and direction. Not the wind itself.
My assumption is that the team is working on something big which takes time to develop but could be easily broken up with the wrong kind of external influences. Thus the quiet mode. If I were in there shoes, I would be using the financial filing date as the launch pad. I would have some teaser PRs leading up to the Fins release, and then release the fins with a little more teasers in the executive summary with greater details in the follow up PRs and 8Ks. This would be done in conjunction with an awareness campaign started just prior to the fins coming out and after a few juicy teaser PRs.
This would start the momentum in the right direction. Then, prior to Q1 fins, uplist to OTCQB and away we go
Hopefully that is what they are up to.
