That is standard practise. Rather than give away any opening strategy, mm's can post whatever they want. If some idiot comes in pre-market with a market order to buy he would get filled off that quote, making the mm some money. There is an old expression in trading, and one you might do well to remember:
Amateurs open the market, pro's close it.
