Once again nothing you have posted implies the judge can not order a license to be granted. You are making an assumption based on "read it...it says they cannot question the wisdom of the decision, only the process at which the decision was arrived at." That quote in no way says a judge can't order a license be issued.
Furthermore, there is a hell of a lot yet to do in the review. Cross examinations and Depositions. Those two factors ARE FOR determining the wisdom of the decision by looking at the facts that lead up to it.
Come back with a statute that says a Judge can't order the license. Your assumptions will not be taken as fact here. Maybe iHub, but not here.
