Anthem said the combined company would have $115 billion in annual revenues and cover 53 million people with commercial insurance as well as government business including Medicare, Medicaid and individual plans offered on exchanges under the Affordable Care Act. Cigna also has a growing health benefits business outside the U.S. that would be a new line for Anthem should the company and its shareholders accept the proposal.
