I agree - a resort could probably get around the regulations by using drones as a cool gimmick, with a trained operator, sticking to line of site to poolside or the beach, and not charging if it was "inclusive", whereas delivery from a retail outlet to a home around a corner would not be allowed.

I'm sure we'll be seeing some "test cases" over the coming months and years.
