They charged me. That is odd. It pushed my account into a margin call, that is how I noticed it. I then checked scottrade and they, too, charged a fee of $20.
As to whether eTrade is the only one, I was referring to the big 4 discount brokers: Fidelity, Scottrade, Ameritrade and eTrade. I agree, there was some ambiguity of the number of brokers beyond eTrade that were effected.
