at least since the cold war and computers russia china N Korea etc have stolen trillions of western docs and military know how which the robbers use to reverse-engineer-thus saving trillions-

and forcing the USA -because USA defense spending has been much greater than any other country-to spend more trillions to keep a qualitative edge -only to have china etc steal the info again and again-

a vicious cycle -like the cart before the horse- common sense says protect your info before spending trillions- but is there any common sense left in govt and homo sapiens?
