Isn't the very next step after the successful mini...flying to JFK? Then fill the planes with the 2 crews, and from there the proving flights will commence?

In "flightaware.com" we will probably see two flights set up, one from Willow Run to JFK, and a second from JFK to St. Petersburg. Is that right?
