Wouldn't it be interesting if this has something to do with CEN's judicial review? HC realizes that they're hooped because they issued CEN a "ready to building" letter. In order for HC to issue a "ready to build" letter to CEN, they would have done all the background checks necessary. They would have had to do their due diligence.
Changes the game for any new applicant as a result.
