An evac requires several dozen FAA personnel each time it occurs. Baltias FAA team includes experts in each field required, and that means they are generally senior members. What that also means is that they have earned lots of vacation days. I think scheduling an evac the week before or the week of a holiday will just not be possible. People like to schedule their vacations around holidays. That is exactly what I just did, being a senior employee myself.
