It would certainly be possible, yes.  If I for instance put in an all-or-none sell order for 50 million at 3 that order would not be filled unless there were at least 50 million in buys at 3 if I'm not mistaken.  Of course I have heard others say that the all-or-none orders are not shown on L2 so I may be wrong.  Perhaps somebody else could shed some light.
