Two possibilities IMO:

A. The group that is steering the bashing, G&M and AB/MF etc. has caused HC to believe there has been some wrongdoing by the company..

B. HC being told by someone inside the government that the license application is too large.

Either way you can't conduct commerce by agreeing to a project costing millions then make up bogus excuses as to why you no longer approve the venture.
