Someone definitely flipped for one tic when they hit the 3---but that means that person that bought at 3 will likely at least wait until 4 to sell.
The thing about low trip digits is each tic is a BIG percentage gain or loss---hence it often takes awhile to get out unless big events trigger movement or a group plays it
