I have mentioned before that I have serious doubts about UF becoming the next Netflix, as many pumpers believe. You know, "Ultraflix, the future of television", that kind of stuff.
Because upscaling HD into 4K by the TV set itself may become better (or is already very good) thus decreasing the quality difference between such upscaled picture and native 4K streamed from a service like UF. Not to mention streaming content that is also simply upscaled HD.
A comment from that Rtings article may point in that direction:

So low bit rate 4K streaming would provide for a lower quality image than HD Blu-ray.
That is why I have little faith in the UF capability to stream 4K at 4mbit/sec. I have no doubt they can do this, but I am sceptical about the quality.
