imo 2nd buyer became a *factor* for P2O in or around mid Feb
which is why we saw 2 aspects back to back
plant mngr hiring advert on 2.20.15
and RH's *reiteration* of ACC Executive Summary on 2.23.15
clearly *legal* for 4 (P2O/OBG/ECO and buyer X) had *nuances* re: agreements
to work thru
i'd expect *resolution* of those *nuances* by EOM or very early into June
then again .. i expected *this PR* about 3 weeks ago .. lol
