I use Etrade and the commission id $9.99
It takes about 4 days if using a bank transfer however once you have established your account and the account has value you will be allowed to trade virtually immed on any new funds transfers the trick is to make the transfer Mon-Fri and you can transfer as soon as a few hours before the market opens and closes otherwise you will get a 4 day hold
When you sell and want the funds transferred to you account it takes 3 to 4 buisness days to show up in your bank account however if you sell you can use the funds immed to buy another stock(s). If using this method you will have to wait the four days before you can sell however if you have funds cleared in your account you can do a quick flip
