The only descrepancy I have in what you said is the idea that Baltia is going to have to do an entire investigation before they can move on.

The very point of what they are doing is solely to get moved to the next step - and quickly.

Any investigation into alleged corruption won't be done by Baltia, nor will that be pursued at this time, nor will the results of that investigation have to be finalized before Baltia is allowed to proceed to the next step.

Let the people who know what they are doing weed out the corruption in their own ranks.

Sometimes you just have to have one of your own, highly respected individuals point out to you that something doesn't smell right, that it has been going on for way to long now, and that it must be made right immediately.

Then let the agency handle its own internal investigation.
