As I said, this is just a theory. I don't know the inner workings of contracts involved, however, if the contract does not explicitly state that all testing must be done at Willow Run, what is stoping them from moving for a specific test? I don't know...but I have dealt with enough contracts and lawyers to know there is usually wiggle room for extenuating circumstances (not sure if weather qualifies, but it might in this case).

I'm just spit balling here...trying to find positive answers while my shares take a beating.
