What a bunch of nonsense. Yeah we know it wasn't a negotiation hence the judicial review to determine if HC's decision was unjust and unfounded. Heck if the judicial review judge can't see the discrepancies, and we don't know that yet, then CEN can take HC to a higher court for licence and damages. CEN was being nice and trying to expedite the process by going the judicial review route IMO.
