I agree Mega, that statement about it not being a negotiation could mean that Health Canada Officials did not want to negotiate about the license. Maybe they did not want to grant license at all. However, the lawyers for Health Canada might have made the legal decision that it would be in Health Canada's best interest to negotiate. Remember lawyers know the law, the Health Canada officials rely on their lawyers to handle court casses and reduce their risk. The lawyers could have decided that Health Canada would not win the judicial review so it would be best to negotiate.
