Libel would apply, but there are certain steps/things that must be met to have a case of libel. In this latest article, libel doesn't really apply unless he's outright lying about the OSC looking into Cen, which I highly doubt. Even then, his article isn't defaming Cen saying "OSC is looking to Cen because they are dirty".
