Of course it is a delay....hell, it takes a long time to dig a hole big enough to cover up this much stink. But, I do fee very confident they will have to come to the table, and just do the next right thing so all of this can go away. It would be the cheapest way out for them.
I think there may be a shake up in the management there as well.
