It matters because all of those things have to be completed as well, along with OE. I would not have thought three months discussion about slides would have mattered either, but answering why evac was delayed, those details had to be beaten to death. When people start whining about why certification is delayed, then the proving flights check list will be rehashed, and for a new airline, how many of those things have to also be checked off before passengers can fly?
