I don't believe Amarantus can change the AS up or down without a shareholder vote, which is why Gerald made the blog post describing a proportional RS, where both OS and AS change by the same amount.

Interesting move by ADXS, though if we did a RS of anywhere close to that ratio, I imagine shareholders would file a class action lawsuit against the company because they have repeatedly stated they would not do a RS at these levels (resulting in a large ratio).
