Not at all. On proving flights, FAA will create failure scenarios and observe how the crew proposes to handle them - 'by the book' (according to the carrier's Operations Specifications, procedures orally tested in the Table Top exercises) or they fail. It isn't just about accumulating the hours, it's about demonstrating competence and compliance.
The Lieutenant:
"Dr. P, from what I have heard, the Proving Flights are demonstration - on the job training, so to speak - and just amount to accumulating flight time.
Once you achieve the required amount of hours, you get your license."
