It's a "Mini-evac" The plane is not required to be filled.. I do not know how many peeps are required I just know a full load is not required.
FAA has ongoing concerns with people getting injured during full blown evacs. There are very detailed reports and studies concerning this if you search ..
And safety is always at the top of the FAA's list..
