I see your point here. I guess an ambiguity can be found with the word "dispense". On one hand, that can mean doing away with (so, my opinion in that they were requesting to do away with the need for this particular compliance). In another way, dispensing as in "handing out" , could be read (so, your opinion that CEN wanted HC's compliance for this particular matter).
