I'll challenge your timeline with HC. I think there may be a 'hurry offence' going on at HC right now to get this put to rest.
The company filed a legal action against them highlighting either massive incompetence or a deliberate attempt to show favouritism to other applicants. Either way, they have no choice but to let Cen start growing and it's costing $$ everyday they wait for their license.
Easy to get it all done in less than a week; make Cen inspections #1 priority, clear the approvals for security and print the license.
My opinion of course but all other options can open them up to more scrutiny and someone in Ottawa has already told them to clean up this mess.
