Basically it is because anything below $3 per share (in your particular brokerage house example) is considered too risky.
The house wants to be 100% certain that it is YOUR money that is being used to purchase those shares....no ifs, ands, or buts......and that you have had the proper time to consider what you are doing.
They don't want any "hasty" decisions being made on high risk investments.
