Looked up filings on the OTC Markets web site. As I see it, this company Triage Capital purchased 30,046,599 shares ( 9.9 %) of VLDI.

If any other person is known to have the right to receive or the power to direct the receipt of dividends from, or the proceeds from the sale of, such securities, a statement to that effect should be included in response to this item and, if such interest relates to more than 5 percent of the class, such person should be identified. A listing of the shareholders of an investment company registered under the Investment Company Act of 1940 or the beneficiaries of employee benefit plan, pension fund or endowment fund is not required.
Leonid Frenkel is the managing member of Triage Capital LF Group, LLC, a Delaware limited liability company that serves as the general partner and exercises investment discretion over the accounts of a number of investment vehicles. None of those investment vehicles has beneficial ownership of 5% or more of any class of the Common Stock.
My guess is, as stated above, those shares were spread around to their clients.
IMO This was a big investment by this group, so they must like what VLDI is all about. To me this is a positive event.
