It is my understanding that, as a matter of SOP, those flight plans have already been submitted. That way, if the mini-evac is successful, they can get started with proving flights right away, which seems to be the plan.

In the unlikely event that they don't pass, they would simply cancel the fight plans and reschedule the mini-evac and proving flight plans when appropriate. So...nothing to loose in being ready and so much to gain.
