Yet the very next day the DTC suspended all services with exception to Custody Service.

So all newly issued shares cannot be deposited in any brokerage account and only existing shares can be traded and their custody is the only DTC service the currently qualify for.
Trading restrictions are not mentioned in either notice because that is strictly brokerage policy as applied by each individual brokerage risk assessment department depending on the exact issue at hand.
