Incorrect, a lock has no effect on existing shares in accounts, it however prevents deposit of newly issued shares into any account. BCIT changed CUSIPS after their Global Lock and therefore no shares could be traded or deposited in effect they locked all shares in the market by doing so. They created their own mess and is a poor example of a typical Global Lock.
