it's mostly any PENSON related brokers, they will charge a DTC fee for selling, i have some info on that clearing firm issue on my board here Trading Tips 101  just type PENSON in the "SEARCH" box on that board under the "Send Board Mail" link theres 5 or 6 posts about them, but also see the new RULE regarding SEC/DTC (post #103) that could help stocks thats unfairly put under T4T or Chill status by the DTCC.
