The PR yesterday stated that Cen was working with Health Canada to satisfy their request for more information. Was this judicial review filing a preemptive strike just in case HC and Cen cannot reach an agreement and the license is not issued? I think it's a good idea for Cen to take an offensive stance rather than defensive. I think by their use of the phrase "hope to get a license", in yesterday's PR, they may have some doubt about HC's process, given the unfairness they have encountered. I don't think they want to take any more chances.
