I thought about that, and in the same vein I'm sure they wouldn't write "we are despondent to report...". How you word an update to your shareholder is obviously very important. They certainly wouldn't be pleased to be rejected, we can all agree there. But they can say they are pleased they were given time to follow up (that 20 day period or whatever). Perhaps more information will be released closer to/passed that date of time.
The phrasing "the company hopes it can move forward to obtaining a license." is also interesting to me.
