For what it is worth, my opinion on the HC issue is that it is much more simple than everyone is thinking. The inspection report says Cen's build out is good to go. Previous comments from HC have said that if there are problems with manipulation or anything unethical, then that is not under our jurisdiction.
I think that HC is ready to grant a license but under the current demand of the market and media scrutiny, they do not want to issue one for 1.3 million pounds. I believe that they are simply telling Cen that they have 20 days to change the request to an amount that is in line with what other producers have asked for. If Cen wants to expand down the road, then they can apply for more.
Again, just my opinion but it should be an easy fix and any approved amount will get Cen up and running. If HC wanted to deny the license due to a serious issue, then they would have without giving an20-day appeal process.
