Funny how people will blindly believe what is in the Globe and Mail is true because it is 'Canada's most respected national newspaper'. It may have been before it went online as I don't recall ever reading a waver like this in a printed copy of their newspaper.
Regardless, when the truth comes out Grant will have some serious explaining to do.

The way I see this IMO:
HC has to show the public they are doing something
The letter was not commented on by Bill...Shhhhh
The letter has questions Bill can answer 2 minutes
HC says they are satified and issue license
