"Did the company get dropped by Madison County even though it had permits to operate ?"
That's exactly right. I don't know where Faustus is going with that but maybe he will get to a point.
According to Madison County minutes, Mr. Bordynuik represented to Madison County that he would take ag plastic from farmers and signed a contract...and once Madison County set up to help aggregate the plastic, Mr. Bordynuik said he couldn't process the plastic and broke the contract. Crayola simply dropped PTOI.
Sure it would be nice for investors to know why Mr. Bordynuik couldn't use the plastic from Madison County, or even to know how well used markers were turned into fuel, but as always, there is no transparency at PTOI. And oddly, no investor posting here wants to e-mail the company to ask any relevant questions.

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
