in theory, its true. ntek could be buying shares. reducing the o/s count on buybacks (not speculating or saying they are. just saying they could - to be clear for the tarts)

but i don't see that they can issue shares. not w/o a ta

the ta is the record keeper. they are the ones who are officially charged with registering. recording. and issuing the shares. if you don't have a ta, you can't issue

so i don't believe the a/s and o/s can change upwards. not during this period

whereas, in theory, the o/s can be reduced (just not officially recorded with the ta)

anyone could have called stalt. cleartrust. found these facts to be true (for themselves)

1. they don't have a ta
2. the one they had was bought out
3. there can be no issuance(s) without one
no risk. no change (what's to report?)
4. any gross (ceiling) change would be filed with the secretary of state
(no change. i check daily)

i chalk that perspective up to ignorance. too much tuning into the "bashing channel" tarts. being a basher. and/or doing little thinking or research of one's own (aka "lazy investing" . but there u have it
