I believe Congressmen are exempt from "insider trading." Or at least they used to be. If Gerald shares inside knowledge with them, they can pick up shares on the cheap.

But besides money, what politicians also love is power and recognition. If they help champion an up and coming problem solver for Alzheimers.....that's a huge pay off for Fattah and Waters!!
