The G&M articles have tried to say that HC was not doing a good job in overseeing the companies applying in the MMPR program. IMO the natural human reaction would be to PROVE THEM WRONG, and thus the bias would be in favor of siding with FITX ,and that they deserve to be at the point of license issue. Nobody(government or otherwise)wants to be told they are not doing a good job, and they will try their best to prove it.
