I apologize, my terminology was incorrect in my last post. When I said retail investors, I meant the investment advisors, investment companies, or hedge fund managers. Again I apologize.
What I was trying to ask was if, hypothetically, the stock fell within satisfactory internal risk limits, could the investment advisors, companies, managers, etc. be recommending this stock to their clients now or below $1 if it is within their business risk model without violating regulations? Of course its not recommended like you said in the previous post, but is that scenario possible?
